Update on this: they never got back to me, so I ended up creating a new account from a different email address and submitting the application again with the same payment on Jan 11th, 2025. Today I got AOR on that application.

I ended up getting a hold of an IRCC agent and they told me there is no application on file even though I paid and had gotten a confirmation email of my submission :) They forwarded a request to the processing office in Sydney, NS and they should follow up with me.

Yeah, it was enough. I also included a letter of explanation saying that the transcript is not produced yet and I only attached an incomplete one.
