Yes. According to officer at service Canada the process is complete. The results are sent to IRCC. The officer said that if IRCC need photos taken in the future, they will contact us.- Johnny Wang

Update: Biometrics 4.19, 2021. Service Canada said no need to take photos, only fingerprints. Called IRCC this morning, my file is under eligibility assessment, office is OSC in Ottawa.- Johnny Wang
