I had a study permit in 2019 and didn't complete my studies on that as I came back to India on an emergency basis as my school still ready to admit me where I left my studies after term1, but my study permit got expired in 2019 itself it is advisable to apply a new one from India itself

Yes go ahead with deferment and Prepare your covering letter accordingly which will address your refusal grounds
