    Yes every engineer need to get certified; otherwise you can't practise there as a civil engineer, but for getting visa, you need to enroll in the course and need to show iccrc about proof of your enrolment in the concerned regulatory body. I think that's not a big deal.

    Apply directly to newfoundland province. Civil engineers are in huge demand there. You only need 1 year of work experience and ielts score of minimum CLB 7. Hope that helps
