There is program mate. Just visit newfoundland province and Sinp. I didn't say without license. You need to register for licencing, but you can move your processing forward without having to pass the exam. Hope that helps.

Yes every engineer need to get certified; otherwise you can't practise there as a civil engineer, but for getting visa, you need to enroll in the course and need to show iccrc about proof of your enrolment in the concerned regulatory body. I think that's not a big deal.

Apply directly to newfoundland province. Civil engineers are in huge demand there. You only need 1 year of work experience and ielts score of minimum CLB 7. Hope that helps
