Received Portal 1, Sept 25, replied same day. Still waiting for Portal 2 for over 3 weeks now...VO Montreal

In my own case, I have received AIP but sponsor hasn't received SA letter, and it says eligibility completed on the tracker, but BGC still in progress. med and BIL completed as well. Are there cases of people not receiving SA but getting COPR still?

Thank you so much for your response. I dont intend to sponsor her yet. She has only applied to visit for now and we would then convert the TR visa as soon as i put in her sponsorship application later next year. Plus, I am eligible for health care and it should suffice for my child's birth.
