I sent the application via Fedex on November 18 and there's a red stamp on the returned document that it was received on November 23. From what date they will start the 90 days (is it 18 or 23)?

5(2) should be used instead of 5(1), but they never mentioned the mistake I made as they only just asking me to send the missing document which is the education history for the last 5 years. But I will check the 5(2). Thanks.

It wasn't meant for an ID. It's for the education history (if you check form CIT 0403)
