    UPDATE*: IRCC called back, eligibility-passed, security-passed, criminality-in process. It's CPC Ottawa. She was not able to give me any ETA. When I asked if appl gets approved, how long till i receive actual COPR, she said it might take few days, weeks, even months... I'm happy I got more info...
