To just go through quickly they need officers and seems they dont have enough as they are busy somewhere else. Also lack of accountability is another reason while applications like yours have unnecessarily been kept in waiting.

Seems like, last year pending applications are archived/backlogged and only a handfull of officer are working on it while majority of them are engaged in processing 2022 applications. This aligns with IRCC guideline of completing 80% within posted processing time. In our case its 24 months...

For PCC some are asked some were not. But no harm to get one and keep it handy. If am not wrong medical is only by request for spousal now a days.If required IRCC will ask you. Now for landing ,you will have sufficient time and the same can be extended by request. Or your wife can land and go...

Yes Its strange that around 30% of applicants prior to oct 2021 are waiting while 2022 applications are getting processed. Does it indicate efficiency of some officers like any other government department ?

its now 4 months since the eligibility is in progress. Not sure how many more months they need.
