Same boat as you, also residing in Dubai. COPR and PRV issued in early Dec-2020 and expired in Feb-2021. No updates.....so far.. Does anyone know the logic they use to know who to contact first? Are they going month-wise from March onwards? Is there any logic at all to this madness?

As far as I know, you can not travel with expired documents, hence you need an AL. Try to read few of the previous pages - you will find a few answers.

Not sure If it's been posted earlier, but the travel wizard is now updated to include a question on CoPR issuing date - there by making it clear that if CoPR is issued after 18th March 2020, and NOT sponsored by family members, then you are not allowed to travel at this time. Below is the link...
