I have ordered GCMS notes at 4 different times with 3 months intervals, and there has not been a response to one. My MP is also telling me to mail him again after 3months and I still have not heard from IRCC.Several webforms with the same generic response.

Trust me, I have responded to that email almost 17times following the format they highlighted in the mail.

Then put her information appropriately, just let them know she is not in Canada.

Maybe you need to respond again to the email telling them CLEARLY that your spouse is outland and state the country she is in. The spots where they asked for "last time of entry to Canada" 'Port of Entry", just put N/A. I believe they will sort you out.
