No, the Port of Entry form appears on your form when they stamp the visa on your passport. So I got the POE two weeks before I received my passport from the VAC.

I got my Port of Entry through my online account before getting my passport back from the VAC.

No I didn't start my study, I canceled my seat and now trying to apply for another one in another college. Because the other one was not qualified for PGWP.

But that is not what IRCC website says. It clearly states that you can change you school or program without applying for a study permit, you just need to update the DLI information on the online account. See here...
