Yes this is what happened to us today. Got submission confirmation today but medical al;ready passed and eligibility review started beforehand.

I just attached my own LOA on his section since dependent student permits are exempt from needing LOA's if the primary applicant is studying/working. I included 6 months bank statements, bank certifications, and investment statements along with my letter of explanation.

I am the main applicant and applied through SDS. Our tapplications were submitted at the same time. The three of us did upfront medicals as required.
