There are no such restrictions, I got my AOR in Aug 2020 and applied for BOWP the very next month. I got the BOWP in Nov 2020.

Hi, That sounds a bit off (though every case is different), did they ask for any additional documents? Eligibility is usually In Process right from the beginning. You may like to ask for the GCMS notes just to be 100% sure that it's moving forward. Thanks,
