I tried, but I believe they don't issue a Driver's license as well on visitor visa. I am aware of the explanation letter as a last resort, but was trying to know if there's still a way to fulfill those 2 requirements.

for paper-based application, applying for open work permit is a fairly straight process. You need to submit IMM 5710 along with fee payment receipt. All details are indicated in Guide IMM 5289. For online sponsorship application however, it's not clear.
