Do someone know what type of confirmation is received for decision made. Does the passport request follows or its just a letter with which applicant can fly without a visa? What is a prearrival?

I am the sponsor and applicants representative. I later created another user id to see if it makes difference. Still shows Error that application is already linked to this account.
