Received my passport from London VO in exactly 1 month. Submitted in person at VFS London on 9/28, Received by IRCC London 9/29. Counterfoil generated and stamped passport sent back on 10/28

Same here although I have an October AOR. Guess it doesn't matter much if its Ottawa VO. They are probably still processing early 2020 applications.
