Completion date in ECA report will be the date when our file move to final review stage. Although it's take time to change from final review to complete/mailed. So it's not possible to download the report before fluctuation stage

I must have received my ITA in today draw if IQAS completed my evaluation.... From 13th Nov, I am waiting for completion or fluctuation stage..... God knows why it's taking so long for final review..... Same shit happened with me last year during Wes also.... Their 1 month ECA delay cost me 1...

will it work even without fluctuation stage?
