Yes. I had to give my biometrics and medical even though it sad i didn't have to on my Application. Once your biometrics and medical is done you will get your work permit within weeks.

Does foreign work experience counts? Right after my graduation in May 2020, I returned back to India and applied for PGWP within 90 days of degree approval and started working in India. So, would this work experience count towards the CEC requirements.

Yes I have given my biometrics when I applied for my first student visa in 2015. Maybe that's why it said no biometrics required. But still its been more than 6 months and no update on my PGWP application. Its very frustrating.
