FWIW - several October 2020 applicants have seen their applications moved *from* NY to Manila over the last few months. No real announcement of that fact, we've just received responses to Web Inquiries from Manila where we'd received them from NY earlier in the process. Link

It varies widely... One week would be unusually quick. Several weeks to a month would be far more normal.
