I applied twice for France visa but didn’t get it .neither Did I get any refusal stamp . So should I mentioned yes or no or should I explain if I say yes .

Hllo guys ! i just had my ECA report and it says Canadian Equivalency Summary Bachelor's degree (three years) and bachelor's degree (four years) Is it going to be assessed as :" Two or more certificates, diplomas or degrees, one must be a program of 3 or more years" ?
