If someone is nominated under International Students Stream for OINP, is it required for the dependent spouse to give IELTS or ECA for the bachelors degree in Pakistan?

In short, her dad applied for PR like 15 years ago with his family as dependents. My wife was 8-9 years old back then. Do I have to mention this in the question where they ask whether your PR was refused for her?
