Drive US car to Canada for temporary visit as Canada PR

Need help with commercial invoice for sending passport from USA using FedEx
Hi folks, I got passport request letter yesterday and I created a shipment using FedEx ship manager. I saw the commercial invoice requirement on request letter but my shipment doesn't generate one, and when I shipped my package today at FedEx, the staff told me I don't need a commercial invoice...- vancouvergorilla
