Got wife's passport back with visa in it. It was pretty fast, I'm more then satisfied with the speed of the process.

Is passport really required? I passed the USA/Canada border once with PR card only (forgot passport in the USA). They asked no questions...

Nope. Looking on other cases I see that they request passport when the decision is actually made, just to put a visa in it. At least in Buffalo office it looks like this.

Good news! I've got a letter from CPC saying that I'm approved and our case was forwarded to Buffalo, NY They beat my expectations! My letter was delivered to them at July 21 and the date on their reply letter is Aug 19. So, this phase took less then a month. I'm really delighted! Good luck...

I sent an application for sponsoring my wife to CPC-M on July 20, 3pm. Checked on Canada Post that it was delivered on July 21, 8am (I live really close! :)) Hope to get reply in 60 days (October 8):   18 (July 21 - July 3 (Processing Applications Received Up To This Date)) +   42 days...
