OINP doesn’t give points for siblings. If you don’t have a job offer then your score is too low for Ontario and don’t believe your NOC is in-demand. Their in demand NOCs are tech, trades, healthcare, finance.

1. Depends on the stream and whether it specifies paper or online based. 2. If your nomination is based on a job offer then no you can’t quit until you have PR. If you quit, the employer can inform IRCC and cancel your application.
