Yes, I have taken 3 sets of transcripts last time, I had to open one of them for other use, that is how I know the date they were signed. I still have the unopened set with me.

They are of no use because they are too old?? I have them in a sealed envelope.

I think, You can also send the documents when the Institution sends you the signed envelope.
