Please make sure you upload these documents for sure when applying online to work permit - AOR & Initial ITA Acceptance document(This is the doc which you get when they tell you that you are approved to apply or decline EE).

You can get the PCC from Indian District Police station. Just send your relative or family member to get the PCC on behalf of you and it will be given to them with signed SSP signature right away. I did the same when I applied for my PR and I'm a PR now.
