So it says if I participated 1 or more times before 2015 I MAY be eligible for a final visa but that means they could still say no?

I'm freaking out a bit here because I just applied for my 3rd IEC/WHP 2 year visa for an Australian and I'm getting very worried that I may not be eligible. I had my first visa activated on 27th February 2011-Exp February 26 2013 I never actually worked on this Visa and only stayed 3 months but...
