Which office is easy to apply? Delhi, Mumbai or Chandigarh. does anybody has an experience? I understand the approach and policy should be consistent - but I assume officer tailor perspective/judgement based on the office? Maybe I'm assuming too much. any thoughts?

He has not met the residency requirement since he has left the country since 1998 - now the local visa office will not issue a visitor's visa because they suggested he needs to determine his residency status first. So I'm not sure what's the process because likely he will not meet the residency...
