Hi jemdill, im of the impression that there are two ways that exempt from submitting pof. Authorised to work in canada and have a job offer(with lmo).. Say if u r on post graduate visa or international exp or any category that authorises u to work without needing lmo, then u should be fine...

for pnp, if ur eligible under cec, and ur living in canada, ONLY THEN, u dont need to show proof of funds because you are authorized to work. however, if you are outside of canada, then doesnt matter what category you are eligible for, cec or fswp, you have to show these funds in your account.. .
