It's a long process: 1) You should send your fingerprints to the State Department to certify 2) Then you should send that to US state department (DC) to certify 3) Send it to UAE embassy in the USA to certify 4) And, finally all this to someone in UAE to get the PCC from Police Department...

Thanks for the response. This is for UAE. I had applied well in advance (from USA) but it got delayed because US departments were confused about the process. I do have all the supporting documents to prove this.
