I don't think NDVO takes PP directly.. it has to go through VFS... I submitted in person to Delhi VFS and collected in Person from Delhi VFS. IMO u can't do anything about the pics now... they would be smart enuf to match against ur PP if multiple family members and use correct pic for COPR...
