Why not consider a PhD in canada. That way you can show the visa officer that what you're planning to study in Canada shows some level of progression.

Hi, I am no expert in these matters but I do not think canada accepts 2:1 candidates. You might want to consider going for a PGD program that'll help your grades in order to apply for a masters.
