is it possible that you do not receive your ECOPR at all and only receive the PR card ??

We have not received ECOPR yet, I am a PR, we applied for spousal as outland and than my wife came to Canada on TRV and we shifted the application from outland to inland, i tried with service Ontario they said they need COPR

So I have been waiting for my Wife's ECOPR from 31st Oct, Called them they mentioned its a waiting game, Emailed them, they said you are in Que for virtual landing, Send them a webform, no response, Tried with the local Minister, they followed up and got the same response, Does any body...
