Does the jobs on the jobbank mean that anyone who is qualified can apply and government federal jobs are for canadian citizens. Would it be easier to go to manitoba or saskwetchan where employment is low, and apply on the spot certain jobs do not need a medical anyone got any ideas.

I shall be coming to canada in august. I would like to know how it is for anyone other there i have been working as a live in carer. I know that it is possible in toronto to obtain work as a live in care once in toronto but i would like to know what it is like in calgary.
