Hi Sugz2005, Then say No to that question. As per CIC, proficient means if that has taken any english proficiency test like IELTS etc, so that applicant get additional 5 points for spouse's proficiency. So if your points ok, then simply say No. Good Luck ! Thanks, Umbarsaria.
