China Passport with US visa

I bought a fight from Seattle to China with transit at Vancouver in May 30. And I will not stay in Canada more than 3 hours. Do I still need to apply for visa since I see the leniency policy on the website which allows boarding even without eTA? Actually I submitted the application 10 days ago...
