Floxy....my MR just came in but no med forms

my appliaction was rejected cos credit card could not be debited. I have resolved the issue but my cap has been reached. Can i still resubmit the same application in july? It seems they were already checking through as there are lots of markings on the forms and a letter was sent with it...

pls, does any one know how long it takes before processing fee is taken by CIC? Application was received on 4th Nov but credit card has not been charged yet?
