I saw some people who apply UK and Australia schools receive their visa approval from UK or Australia these days. Why IRRC does not process full approval like UK or Australia?

I think once you pass stage 1 it means you have passed the preliminary eligibility assessment. But there is no guarantee that the study permit will be approved finally.

The seminar just explained the current policy and held a Q&A session, the Q&A session was mainly about AIP. I do not think there is any other new information.
