It means that once you are out of Canada, you can not use PGWP to re-enter Canada, you'll need a valid "Canadian Visa". As long as you have valid VISA and PGWP, you are good to travel outside Canada as many times you want.

I'm applying under PNP Ontario. My first application was rejected because my job experience did not match the NOC code. To obtain a WP through the employer will require LMO, which is really hard to get. Employers usually do not want to take hassles. Any other option ?
