So Let's assume the following:
1. An employer offers me position.
2. I'm issued a PR
3. I Land in Canada and state that I do NOT intend to take the position offered (Or resign very quickly).
What happens now - am I free to take any other job I can get?
Is the job a real one? By that, I mean: If your application is approved, will you actually work for your friend.
If not, then, in theory, you're breaking the law - at least that's my worry (I am in a similar situation with the same problem).

Here's an update:
The Attorney handling the application, has explained that it WILL take additional money, but not to him, to a Canadian attorney in the province (Saskatchewan).
However, He HAS guaranteed that I do not pay anything until My Passport is stamped with th VISA.

No money has been mentioned yet - but it's a good point: and makes the whole thing make sense (The job is bogus - it is intended to speed up the process - for a fee).
I'll check: The attorney handling my case has a good reputation - I don't think its a shakedown...
