Thank you for your reply. Good for you that you happen to be visiting Canada :) But even if you are in US, you can still send to Ottawa I guess. From what I can understand now, it's much easier for me to ask my wife to mail her passport to me and we'll be sending documents together to Ottawa...

I'm not Canadian. That might be the difference. I'm applying for PR from within Canada.
