I just received a correspondence letter confirming the validity of my biometrics. I applied outside Canada in a country where the VACs are open.

I'm not sure how you can secure employment while outside the country and the Canadian economy is in pretty bad shape right now.

As of now you need proof that you have a valid full-time job offer to do so.

There's been an update on the suspension: https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/ircc-resumes-processing-1-july-2020.html Looks like they're restarting processing of visitor visas. Not sure how to interpret that in terms of PGWP processing, though.
