Is it better to mention in the PGWP application that I have already a job offer? Even though the company will not help me with this and future EE application?

Hello. I am trying to apply for PGWP but my application continues to switch to Express Entry. Am I doing smh wrong? Or is there a problem with CIC website? What do I do : log into my account, then click to apply for work permit in the section What Would You Like to Do Today. Thank you!
