If the status of the security check in the note was passed and your medical passed you will get passport request. Maybe your file is waiting for security check to pass. Some officer update and some don't. There is no rule.

It is okay to wait until they ask for it but it is written that it will reduce the processing time of the application that is why i paid it. Go to cic.gc.ca if you want to pay it. There are different way to pay it. If you get the police check ready it will help to speed the process too.

I sent the police certificate with the document when my file was in Mississauga.My suggestion is to send the police certificate as soon as possible and get the GCMS notes to get info about your file.
