why you want to send temple certificate?? i hope it will be in HIndi. Just send the notorised copy of your marriage registration certificate issued by marriage registrar. My learning from all the visas i applied in past is certificate issued by govt bodies only work outside india.

You seems right, if the processing time of application is more than 20 days. But another possibility is due to some unnecessary rejection reasons, it may happend the hell lot of rejections are there ;) Also, i seen somewhere that CC is already debited for one application recieved on 13th July...
