I think the draw time is 11.59 am utc, but they update the website a couple of hours later. Right now is 12.17 pm utc already.

Canadian immigration is not strong here in Brazil yet. Many students often choose to go to European countries that shared a past with Brazil (i.e Portugal, Italy or Spain). Nevertheless, yes, IELTS tests are always crowded haha. The weather, friendly population and culture are not paying back...
