Hi, If you are currently outside Canada, you should select that you are outside Canada in your application. I believe waiting times are shorter outside Canada for work permits. You can also apply at the border as long your visitor visa is still valid. Be safe!

thank you for replying back. I believe all CIC offices have the ability to do whatever reviews they need, maybe they transfer applications to different offices due to the high number of applicants ? I've heard they get 10000+ PGWP applications ....
