Title has the question. I am finding really unclear answers about immediate family member exemptions from entering Canada. If we have a marriage certificate to show as proof, would he be able to come into Canada stating the goal of family re-unification and then we can start the inland...

Would a US citizen spouse of a Canadian citizen (me) with proof of marriage, etc, be able to enter Canada for the dual intent of visiting and family re-unification/starting the inland spousal sponsorship application? We don't want to be separated if we do outland processing :(
