It depends on how many countries you have traveled and submitted PCC, how soon the respective countries responding to the IRCC request. For instance, if anyone of the countries not/delaying responding to the IRCC's request then it will be delayed until the country responds.

Sorry, I am not sure what is RCMP?, is this police clearance from Canadian police? I just submitted PCC from my home country and I didn't visit any foreign country other than Canada.
