He doesnt need any VFS form. He should go to their office to drop his Passport with 2 passport photograph. And if theres any changes in your family composition you'll fill that in the form that comes with the PPR.

In most cases pre-arrival means you have passed eligibility. And the purpose of interviews is to determine eligibility. So there’s a high possibility that you’ll not get an interview, be expecting PPR soon!!! So happy for you. Congratulations!
